For the reasons set forth in my dissenting statement in In Re Applications of United Broadcasting Company, Inc, et al., 13 FCC Rcd 21563 (1998), I do not believe that the Commission applies the five-part permanent waiver standard with sufficient rigor. I therefore respectfully dissent.
