DISSENTING STATEMENT OF COMMISSIONER GLORIA TRISTANI

     For the reasons set forth in my dissenting statement in In Re Applications of United
Broadcasting Company, Inc, et al., 13 FCC Rcd 21563 (1998), I do not believe that the
Commission applies the five-part permanent waiver standard with sufficient rigor.  I therefore
respectfully dissent.
