ARMIS Filing Requirements For Carriers

Filing Deadlines:

  • Currently, all reports are filed annually and are due on April 1 of the year following the reporting period. 
  • Corrections of previously-filed data should be filed as soon as the correction is identified.
  • Historically, the first submission of each ARMIS report was due one quarter after the end of the reporting period, with the exception of the 43-07, which was due two quarters after the end of the reporting period.

Filing Requirements:

The table below summarizes which ILECs were required to file which ARMIS reports for which COSA codes over time.  This determination was based on 3 attributes:

  1. Revenues (at/above or below the threshold)
  2. Corporate structure (a study area, operating company or holding company, singly or in some combination of these classifications)
  3. Price cap status (mandatory price cap carrier, elective price cap carrier, non price cap carrier)

Commission actions caused major revisions to ARMIS filing requirements begining with reporting year 2008.  Filing requirements for the prior years are show in the third table below.

Notes:

1. No ARMIS reports are required of the approximately 1200 small companies with annual revenues below the current threshold of $150.2M. Public Notice

2. Mid-Sized ILECs (holding companies with annual revenues less than $8.9B) file a reduced version of the 43-01. Public Notice

3. Price cap carriers with a Commission approved compliance plan explaining how they will produce this data if it is required by the Commission no longer file ARMIS Report 43-01; rather, they file Pole and Conduit Rental Calculation Information (“pole attachment data”) only in CC Docket No. 86-182 in the Commission’s Electric Comment Filing System.

4. Only Table III, Columns (fc), (fd), (fe), and (fi) of the 43-08 are filed.
