As you know, the clock may be stopped for a limited number of reasons that reflect circumstances largely beyond the agency's control. It is the FCC's normal practice to wait for action by the antitrust agency (Department of Justice or the Federal Trade Commission) before taking its own action because the factual basis for the FCC's review of whether a license transfer is in the public interest may be affected by the antitrust agency's determinations.
