Who pays for the physical infrastructure used by the Internet traffic? It is clear that the 10 or 20 dollars per month paid to ISPs by individuals does not cover the full costs of operating and maintain- ing the trunk lines, switches , and routers used by the Internet. So who actually pays for this physical infrastructure? This consideration raises the question: should VoIP operators and users be charged a fee to help pay for the operation and maintenance of the physical infrastructure? Also, is it in the National interest to make sure that the conventional telephone companies survive? I suspect that their trunk lines make the Internet possible. Nickolaus E.
