Internet Protocol language like English can transmit via many technologies over wire, fiber, radio waves, WiFi, Wireless telelcom, peer to peer, via dedicated servers, telephone equipment, radio equipment, satellite broadcast, or TV cable. Some of these equipments are regulated and some not. Language per se is protected by the freedom of speech in the Constitution, and VOIP language should not be regulated. The telephone business has been superceded by technology just as other businesses have been replaced by superior technology. Daily milk delivery was replaced by pasteurization and refridgerators. Pony Express was replaced by the telegraph. Telegraph was replaced by the telephone. The telephone will be replaced by VOIP. So be it. ------------------------------------------------------------
