I am worried that the existing non-VOIP phone companies are simply lobbying for this to keep their monopoly over phone service.  I do not believe that IP phone service should be subject to any regulatory charges.  By subjecting VOIP providers and customers to regulatory charges, a precedent is being set that would allow endless types of fees for all internet traffic, including email and file downloads.
