Some issues of concern:

With the rapid advancement and deployment of voip, will public services be able to adapt, and be included in the deployment i.e. (E911, Disability Access, Law Enforcement Access, Universal Service)

Should voip have different classifications? (corporate/private use vs. nationwide and global use) similar to interoffice mail vs. regular postage mail

Fundamentally, voip is just another type of application over Internet Protocol, thus regulation should circle around the impact of essential public services (revolving around voice communications today), and less around hampering competition that will benefit the private, public, and ultimately the global sectors.
