(corporate/private use vs. nationwide and global use) similar to interoffice mail vs. regular postage mail Fundamentally, voip is just another type of application over Internet Protocol, thus regulation should circle around the impact of essential public services (revolving around voice communications today), and less around hampering competition that will benefit the private, public, and ultimately the global sectors.
