I dissent because I continue to take issue with the review process that engulfed the Commission during the AT&T/MediaOne merger. As I have stated many times before, I believe that we should review license transfer proposals for consistency with the Communications Act and existing administrative regulations. That is all we are empowered to do. I did not support the public interest framework for the merger then and I cannot support it now. I hold out hope that future merger reviews and related actions by this Commission will be straightforward, expedient, and consonant with applicable law.
