Although the 1996 Act only requires the Commission to review its rules applicable to telecommunications service providers and its broadcast ownership rules as part of the biennial regulatory review pursuant to Section 11 of the Communications Act, the Commission has determined that the first biennial review presents an excellent opportunity for a serious top-to-bottom examination of all the Commission's regulations. The public forum will be held in the Commission Meeting Room (Room 856), 1919 M Street, NW, Washington, DC. The public is invited to attend and participate in the discussion. The public forum will focus on such topics as: (1) streamlining WTB data collection processes and application information; (2) modification of licensing rules to permit increased operational flexibility, to promote technical innovation, to develop workable sharing criteria, and to clarify the Commission's role in facilitating coordination among licensees; and (3) review of existing limits on spectrum ownership and what competitive criteria would justify relaxing or repealing such limitations. The Bureau is actively seeking to streamline its procedures, process and rules. This forum will serve as a mechanism for welcoming all ideas. The public forum will be carried live on the Internet.
