In this Order, we adopt a Consent Decree terminating an inquiry into whether OnSat Network Communications, Inc. (``OnSat'') apparently violated Section 301 of the Communications Act of 1934, as amended (``Act''),1 by operating three earth stations without Commission authorization. 2. After reviewing the facts of record, we negotiated the terms of the Consent Decree with OnSat. The Consent Decree, which is incorporated by reference in and attached to this Order, will terminate our inquiry. 3. Following our adoption of this Order, OnSat will institute a compliance program and will make a $14,000 voluntary contribution to the United States Treasury. 4. Based on the record before us, we conclude that no substantial or material questions of fact exist as to whether OnSat possesses the basic qualifications, including those related to character, to hold or obtain any FCC license or authorization. 5. We believe that the public interest will be served by adopting the Consent Decree and terminating our inquiry. 6. Accordingly, IT IS ORDERED, pursuant to Sections 4(i) and (j) of the Act,2 and Sections 0.111 and 0.311 of the Commission's Rules,3 that the Consent Decree, incorporated by reference in and attached to this Order, IS ADOPTED. 7. IT IS FURTHER ORDERED that OnSat shall make its voluntary contribution to the United States Treasury by credit card through the Commission's Credit and Debt Management Center at (202) 418-1995, or by mailing a check or similar instrument, payable to the order of the ``Federal Communications Commission,'' to the Federal Communications Commission, P.O. Box 73482, Chicago, Illinois 60673-7482. The payment must include a reference to ``EB-00-TS-240'' and ``NAL Acct. No. 200132100002.'' 8. IT IS FURTHER ORDERED that this inquiry IS TERMINATED.
