                                FORFEITURE ORDER

   Adopted: January 8, 2007   Released: January 10, 2007

   By the Commission:

   1. In this Forfeiture Order ("Order"), we issue a monetary forfeiture in
   the amount of ninety-seven thousand five hundred dollars ($97,500) against
   1^st Source Information Specialists, Inc. d/b/a LocateCell.com
   ("LocateCell"). LocateCell violated a Commission order by failing to
   respond to the directive of the Enforcement Bureau ("Bureau") to provide
   certain information and documents. LocateCell acted in apparent and
   willful and repeated violation of Section 503(b) of the Communications Act
   of 1934, as amended, ("Act") and Section 1.80 of the Commission's rules
   ("Rules").

   2. On July 13, 2006, the Commission issued to LocateCell a Notice of
   Apparent Liability for Forfeiture ("NAL") proposing a forfeiture in the
   amount of ninety-seven thousand five hundred dollars ($97,500) based on
   LocateCell's apparent violation of the Bureau's directive. The NAL gave
   LocateCell the option of paying the proposed forfeiture or of filing a
   response to the NAL stating why the proposed forfeiture should either not
   be assessed or should be reduced. The NAL was sent by certified mail to
   LocateCell's last known address. LocateCell has not filed a response to
   the NAL nor has LocateCell paid the proposed forfeiture amount. Based on
   the information before us, we affirm this forfeiture.

   3. Accordingly, IT IS ORDERED THAT, pursuant to Section 503(b) of the Act,
   and Sections 0.111, 0.311 and 180(f)(4) of the Rules, LocateCell IS LIABLE
   FOR A MONETARY FORFEITURE  in the amount of ninety-seven thousand five
   hundred dollars ($97,5000) for willfully and repeatedly violating Section
   503 of the Act and Section 1.80 of the Rules within thirty (30) days of
   the release of this Order. If the forfeiture is not paid within the period
   specified, the case may be referred to the Department of Justice for
   collection pursuant to Section 504(a) of the Act.

   4. Payment of the forfeiture must be made by check or similar instrument,
   payable to the order of the Federal Communication Commission. The payment
   must include the NAL/Acct. No. and FRN No. referenced above. Payment by
   check or money order may be mailed to Forfeiture Collection Section,
   Finance Branch, Federal Communications Commission, P.O. Box 358340,
   Pittsburgh, Pennsylvania 15251. Payment by overnight mail may be sent to
   Mellon Client Service Center, 500 Ross Street, Room 670, Pittsburgh, PA
   15262-0001, Attn.: FCC Module Supervisor. Payment by wire transfer may be
   made to: ABA Number 043000261, receiving bank Mellon Bank, and account
   number 911-6229. Please include your NAL/Acct. No. with your wire transfer
   remittance. Requests for full payment under an installment plan should be
   sent to: Chief, Revenue and Receivables Operations Group, 445 12^th
   Street, S.W., Washington, D.C. 20554.

   5. IT IS FURTHER ORDERED that a copy of the Forfeiture Order shall be sent
   by first class mail and certified mail return requested to LocateCell.com
   at its last known address, LocateCell.com, 1^st Source Information
   Specialists, Inc., 7361 Granville Drive, Tamarac, FL 33321.
