Section 52.15(f) of the Commission's rules requires U.S. carriers receiving numbering resources from the North American Numbering Plan Administrator (``NANPA''), a Pooling Administrator, or another telecommunications carrier, to file NRUF reports semi-annually. The reporting requirements were adopted to facilitate the monitoring of numbering resource usage and to promote more efficient use of numbering resources and forestall premature exhaustion of numbering resources.
Each of the 22 carriers failed to file the NRUF report due September 15, 2000. In addition, each of these carriers failed to respond to the Bureau's inquiry concerning its failure to file the mandatory report. The carriers involved and the amount of proposed forfeitures are as follows:

North American Telecommunications Corporation, $6,000;
North County Communications Corp., $6,000;
Optel Texas Telecom, Inc., $9,000;
Paging Source USA, LLC, $6000;
