ENFORCEMENT BUREAU PROPOSES FINES TOTALING $147,000 TO 22 CARRIERS FOR FAILURE TO FILE MANDATORY NUMBER USAGE REPORTS

The Chief, Enforcement Bureau, acting pursuant to delegated authority, today issued Notices of Apparent Liability for Forfeiture (``NALs'') to 22 carriers for failing to file mandatory reports as to their actual and forecast number usage. The fines issued pursuant to these NALs are for amounts ranging between $6,000 and $12,000 based on the numbering resources assigned to each carrier.

Section 52.15(f) of the Commission's rules requires U.S. carriers receiving numbering resources from the North American Numbering Plan Administrator (``NANPA''), a Pooling Administrator, or another telecommunications carrier, to file NRUF reports semi-annually. The reporting requirements were adopted to facilitate the monitoring of numbering resource usage and to promote more efficient use of numbering resources and forestall premature exhaustion of numbering resources.

Each of the 22 carriers failed to file the NRUF report due September 15, 2000. In addition, each of these carriers failed to respond to the Bureau's inquiry concerning its failure to file the mandatory report. The carriers involved and the amount of proposed forfeitures are as follows:

Chickasaw Telephone Co., $6,000;
Core Communications, Inc., $6,000;

IDS Long Distance, $6,000;
Litelco Communications, Inc., $6,000;
Neclec, LLC, $6,000;
Net-Tel Corporation, $6,000; Network Plus, Inc., $6,000;

North American Telecommunications Corporation, $6,000;
North County Communications Corp., $6,000;
Optel Texas Telecom, Inc., $9,000;
