Washington, D.C.: The Federal Communications Commission today affirmed an Enforcement Bureau forfeiture imposed against Minority Television Project, Inc., licensee of noncommercial educational Station KMTP-TV, San Francisco, California, for the station's willful and repeated broadcasts of advertisements between 2000 and 2002. The Communications Act and Commission rules prohibit the broadcast of advertisements on noncommercial educational stations.
The Commission rejected the company's contention that the forfeiture violated constitutional and statutory provisions protecting the rights of foreign-language broadcasters and viewers. The Commission concluded that the $10,000 forfeiture against Minority was not excessive.
