                              NOTICE OF VIOLATION

   Released: November 20, 2009

   By the Resident Agent, San Juan Office, South Central Region, Enforcement
   Bureau:

    1. This is a Notice of Violation ("Notice") issued pursuant to Section
       1.89 of the Commission's Rules to World Data, PR, Inc, ("World Data")
       licensee of radio station WQJI716 in San Juan, PR.

    2. On October 19, 2009, an agent of the Commission's San Juan Office
       issued a Letter of Inquiry ("LOI") regarding the operation of WQJI716
       located at 18 26 54.09 N, 066 4 14.74 W corresponding to the roof top
       of #1409, Ponce de Leon Ave., San Juan, PR., and observed the
       following violation(s):

     a. 47 C.F.R. S: 90.1307: "The 3650-3700 MHz band is licensed on the
        basis of non-exclusive nationwide licenses. Non-exclusive nationwide
        licenses will serve as a prerequisite for registering individual
        fixed and base stations. A licensee cannot operate a fixed or base
        station before registering it under its license and licensees must
        delete registrations for unused fixed and base stations." In your
        reply to the LOI, you state that your contractor, without your
        knowledge, operated briefly the fixed station described above for
        limited testing on August 19 and 24, 2009 with the power
        substantially attenuated. On those dates, the above-described
        location was an unregistered site. In your reply to the LOI, you
        state that you will not operate the fixed station under any
        circumstances until the site is registered.

    3. Pursuant to Section 308(b) of the Communications Act of 1934, as
       amended, and Section 1.89 of the Commission's Rules, World Data, must
       submit a written statement concerning this matter within twenty (20)
       days of release of this Notice. The response must fully explain each
       violation, must contain a statement of the specific action(s) taken to
       correct each violation and preclude recurrence, and should include a
       time line for completion of pending corrective action(s). The response
       must be complete in itself and signed by a principal or officer of the
       World Data. All replies and documentation sent in response to this
       Notice should be marked with the File No. and NOV No. specified above,
       and mailed to the following address:

    4. This Notice shall be sent to World Data at its address of record.

    5. The Privacy Act of 1974 requires that we advise you that the
       Commission will use all relevant material information before it,
       including any information disclosed in your reply, to determine what,
       if any, enforcement action is required to ensure compliance. Any false
       statement made knowingly and willfully in reply to this Notice is
       punishable by fine or imprisonment under Title 18 of the U.S. Code.
