                              NOTICE OF VIOLATION

   Released: August  4, 2008

   By the District Director, Dallas Office, South Central Region, Enforcement
   Bureau:

    1. This is a Notice of Violation ("Notice") issued pursuant to Section
       1.89 of the Commission's Rules to Double O Central New York
       Corporation, Double O Missouri Corporation, Double O Radio
       Corporation, Double O South Carolina Corporation and Double O Texas
       Corporation ("Double O"), owners of antenna structures # 1029762,
       1036444, 1040031, 1048134, 1050126, 1054148, 1054149, 1054155,
       1222312, 1244488, 1246388, and 1247463 and radio broadcast stations
       KELI, KGKL, KKGL-FM, KHKX, KHMO, KICK-FM, KKCN, KKCN-FM1, KMCM, KNRX,
       KNRX-FM1, KQRX, KRRY, KSDL, KSIS, KXKX, W232AS, W232AT, W257BE,
       WAKT-FM, WASJ, WBKT, WCHN, WDHI, WDLA, WDLA-FM, WDOS, WIYN, WKXZ,
       WLIQ, WPFM-FM, WRBA, WSRK, WWNQ, WWNU and WZOZ in Florida, Illinois,
       Missouri, New York, South Carolina and Texas.

    2. On July 7, 2008, the Commission's Dallas Office of the Enforcement
       Bureau ("Dallas Office") issued notice of Violation V200832500008 to
       Double O Texas Corporation. On July 21, 2008, the Dallas Office
       received back Violation Notice V200832500008 marked not deliverable as
       addressed. An agent of the Commission's Dallas Office queried the
       Commission's Databases and noted the following violations:

        a. 47 C.F.R. S: 1.5: "Mailing address furnished by licensee. (a) Each
           licensee shall furnish the Commission with an address to be used
           by the Commission in serving documents or directing correspondence
           to that licensee. Unless any licensee advises the Commission to
           the contrary, the address contained in the licensee's most recent
           application will be used by the Commission for this purpose. (b)
           The licensee is responsible for making any arrangements which may
           be necessary in his particular circumstances to assure that
           Commission documents or correspondence delivered to this address
           will promptly reach him or some person authorized by him to act in
           his behalf." The notice of Violation V200832500008 mailed to
           Double O Texas Corporation's address of record at 745 Avenue, 24th
           Floor, New York, New York and was returned marked not deliverable
           as addressed. A check of Commission license database for the entry
           Double O revealed Double O Central New York Corporation, Double O
           Missouri Corporation, Double O Radio Corporation, Double O South
           Carolina Corporation and Double O Texas Corporation utilizing the
           same address of record. Telephone calls with Double O confirmed
           that 745 Avenue, 24th Floor, New York, New York is not a valid
           address of record for these entities.

        b. 47 C.F.R. S: 17.57: "The owner of an antenna structure for which
           an Antenna Structure Registration Number has been obtained must
           notify the Commission within 24 hours of completion of
           construction (FCC Form 854-R) and/or dismantlement (FCC Form 854).
           The owner must also immediately notify the Commission using FCC
           Form 854 upon any change in structure height or change in
           ownership information." According to the Antenna Structure
           Registration database, antenna structure #s 1036444, 1246388, and
           1247463 list 625 Madison Avenue, Third Floor, New York, New York
           as an address of record and antenna structure #s 1029762, 1040031,
           1048134, 1050126, 1054148, 1054149, 1054155, 1222312, and 1244488
           list 745 Avenue, 24th Floor, New York as an address of record.
           According to Double O, the current mailing address is 1156 Bowman
           Road - Suite 200, Mt. Pleasant, SC 29464.

    2. Pursuant to Section 403 of the Communications Act of 1934, as amended,
       and Section 1.89 of the Commission's Rules, Double O Corporation must
       submit a written statement concerning this matter within twenty (20)
       days of release of this Notice. The response must fully explain each
       violation, must contain a statement of the specific action(s) taken to
       correct each violation and preclude recurrence, and should include a
       time line for completion of pending corrective action(s). The response
       must be complete in itself and signed by a principal or officer of the
       Double O Corporation. All replies and documentation sent in response
       to this Notice should be marked with the File No. and NOV No.
       specified above, and mailed to the following address:

    3. This Notice shall be sent to Double O Corporation, 1156 Bowman Road -
       Suite 200, Mt. Pleasant, SC 29464.

    4. The Privacy Act of 1974 requires that we advise you that the
       Commission will use all relevant material information before it,
       including any information disclosed in your reply, to determine what,
       if any, enforcement action is required to ensure compliance. Any false
       statement made knowingly and willfully in reply to this Notice is
       punishable by fine or imprisonment under Title 18 of the U.S. Code.
