   By the District Director, San Francisco District Office, Western Region,
   Enforcement Bureau:

    1. This is an Official Citation issued pursuant to Section 503(b)(5) of
       the Communications Act of 1934, as amended ("Act"), to Shelton's Auto
       Lube and Auto Wash (Shelton's) for violation of 15.5(b) of the
       Commission's Rules.

    2. Investigation by the Enforcement Bureau's San Francisco Office
       revealed that on May 14, 2008, a Part 15 device, located at Shelton's
       in Fortuna, California, was causing interference to the AM broadcast
       band on frequencies 790 kHz and 980 kHz.

    3. Section 15.5(b) states "Operation of an intentional, unintentional, or
       incidental radiator is subject to the condition that no harmful
       interference is caused ..." Shelton's operation of this Part 15 device
       violates this section.

    4. On May 14 and 15, 2008, a San Francisco agent observed the operation
       of Shelton's PDQ (PDQ Manufacturing, Inc.) LaserWash 4000 car wash
       system. While the car wash system was in operation various levels of
       interference could be seen in about a two block area.

    5. Violations of the Act or the Commission's Rules may subject the
       violator to substantial monetary forfeitures, seizure of equipment
       through in rem forfeiture action, and criminal sanctions, including
       imprisonment.

    6. Pursuant to Sections 4(i), 4(j), 308(b) and 403 of the Act, Shelton's
       is directed to provide the documents and information specified herein,
       within thirty (30) days from the date of this Citation.

     a. When was the car wash system installed? What company installed the
        car wash system? Was the car wash system purchased directly from PDQ
        Manufacturing, Inc. or was there a retail company that the car wash
        system was purchased through?

     b. Is Car Wash Technology, Inc. (3200 Luyung Dr., Rancho Cordova,
        California) responsible for the maintenance and repair of the car
        wash system? If so, what repairs and maintenance have been done in
        the past three years? If some other business or person is maintaining
        the car wash system, identify who they are and what repairs or
        maintenance they have done in the past three years.

     c. Describe any actions taken to prevent the interference from
        recurring.

    7. Shelton's may request an interview at the closest FCC Office, which is
       Federal Communications Commission, 5653 Stoneridge Dr., Ste 105,
       Pleasanton, CA 94588-8543. You may contact this office by telephone,
       (XXX) XXXX-XXXX to schedule this interview, which must take place
       within 14 days of this Citation. Shelton's may also submit a written
       statement to the above address within 14 days of the date of this
       Citation. Any written statements should specify what actions have been
       taken to correct the violation outlined above. Please reference file
       number EB-08-SF-242 when corresponding with the Commission.

    8. Any statement or information provided by you may be used by the
       Commission to determine if further enforcement action is required. Any
       knowingly or willfully false statement made in reply to this Citation
       is punishable by fine or imprisonment.

    9. IT IS ORDERED that copies of this Citation shall be sent by First
       Class U.S. Mail and Certified Mail, Return Receipt Requested to
       Shelton's Auto Lube and Auto Wash at its address of record.
