                              NOTICE OF VIOLATION

   Released: April 30, 2008

   By the District Director, Philadelphia Office, Northeast Region,
   Enforcement Bureau:

    1. This is a Notice of Violation ("Notice") issued pursuant to Section
       1.89 of the Commission's Rules, to Centre County Government, DBA
       Centre County 911 ("Centre County 911"), owner of antenna structure
       1055572 in Philipsburg, Pennsylvania.

    2. On April 14, 2008, an agent from the FCC's Philadelphia Office
       inspected antenna structure

   1055572 located in Philipsburg. Based on the on-scene investigation and a
   subsequent telephone conversation with a Centre County 911
   representative,, the agent found the following violations:

     a. 47 C.F.R. S: 17.4(g): "The Antenna Structure Registration Number must
        be displayed in a conspicuous place so that it is readily visible
        near the base of the antenna structure." At the time of the
        inspection, the agent observed that no Antenna Structure Registration
        Number was displayed at the base of the tower or on the fence
        surrounding the antenna structure.

   b. 47 C.F.R. S: 17.47(a)(1): "The owner of any antenna structure which is
   registered with the Commission and has been assigned lighting
   specifications, shall make an observation of the antenna structure's
   lights at least once every 24 hours either visually or by observing an
   automatic properly maintained indicator designed to register any failure
   of such lights, to make sure all lights are functioning as required."
   According to a Centre County 911representative, the tower lights were not
   being observed at least once every 24 hours and the antenna structure was
   not equipped with an automatic monitoring system.

   c. 47 C.F.R .S: 17.49: "The owner of each antenna structure which is
   registered with the Commission and has been assigned lighting
   specifications referenced in this part must maintain a record of any
   observed or otherwise known extinguishment or improper functioning of a
   light and include the following information for each such event: (a) The
   nature of such exstinguishment or improper functioning. (b) The date and
   time the extinguishment or improper operation was observed or otherwise
   noted. (c) Date and time of FAA Notification, if applicable. (d) The date,
   time and nature of adjustments, repairs, or replacements made." A Centre
   County 911 representative reported to an agent that no records were being
   maintained for antenna structure 1055572.

    3. Pursuant to Section 403 of the Communications Act of 1934, as amended,
       and Section 1.89 of the Commission's Rules, The 911 Center must submit
       a written statement concerning this matter within twenty (20) days of
       release of this Notice. The response must fully explain each
       violation, must contain a statement of the specific action(s) taken to
       correct each violation and preclude recurrence, and should include a
       time line for completion of pending corrective action(s). The response
       must be complete in itself and signed by a principal or officer of The
       911 Center. All replies and documentation sent in response to this
       Notice should be marked with the File No. and NOV No. specified above,
       and mailed to the following address:

    4. This Notice shall be sent to The 911 Center at its address of record.

    5. The Privacy Act of 1974 requires that we advise you that the
       Commission will use all relevant material information before it,
       including any information disclosed in your reply, to determine

   what, if any, enforcement action is required to ensure compliance. Any
   false statement made knowingly and willfully in reply to this Notice is
   punishable by fine or imprisonment under Title 18 of the U.S. Code.
