                              NOTICE OF VIOLATION

   Released: November  16, 2007

   By the District Director, Atlanta Office, South Central Region,
   Enforcement Bureau:

   1. This is a Notice of Violation ("Notice") issued pursuant to Section
   1.89 of the Commission's Rules to Star Power Communications Corp.("Star
   Power"), licensee of radio station WIQR, in Prattville, Alabama.

   2. On August 30, 2007, agents of the Commission's Atlanta Office of the
   Enforcement Bureau inspected the main studio and transmitter site of radio
   station WIQR  located at Prattville, Alabama, and observed the following
   violations:

     a. 47 C.F.R. S: 73.69: Each station using a directional antenna must
        have in operation at the transmitter site an FCC authorized antenna
        monitor.

   Although the station was using a directional antenna, the station had no
   directional antenna monitor installed at the transmitter site.

   b. 47 C.F.R. S: 73.1230(a): "The station license and any other instrument
   of station authorization shall be posted in a conspicuous place and in
   such a manner that all terms are visible at the place the licensee
   considers to be the principal control point of the transmitter."

   A copy of the current station license was not posted at the station, and
   there was no copy of the license in the public inspection file. The
   station had only the first page of the license application posted on the
   wall, which the General Manager incorrectly identified as being their
   station license. The General Manager was unable to provide a copy of the
   station's monitoring points, which is also part of the station
   authorization.

   c. 47 C.F.R. S: 73.1350(c)(1) & (d)(3): Licensees must establish
   monitoring procedures and schedules for the station.

   The station could not provide a copy of the monitoring points and had no
   directional antenna monitor installed at the station. The licensee had no
   evidence that it had established monitoring procedures or schedules for
   the station's transmission system.

   d. 47 C.F.R. S: 73.1870(c)(3): The chief operator is responsible for ...
   review of the station records at least once each week to determine
   required entries are being made correctly. Additionally, verification must
   be made that the station has been operated as required by the rules or the
   station authorization. Upon completion of the review, the chief operator
   or his designee must date and sign the log, initiate any corrective action
   which may be necessary, and advise the station licensee of any condition
   which is repetitive.

   No station logs or records were being kept or reviewed by the chief
   operator.

   3. Pursuant to Section 308(b) of the Communications Act of 1934, as
   amended, and Section 1.89 of the Commission's Rules, Star Power, must
   submit a written statement concerning this matter within twenty (20) days
   of release of this Notice. The response must fully explain each violation,
   must contain a statement of the specific action(s) taken to correct each
   violation and preclude recurrence, and should include a time line for
   completion of pending corrective action(s). The response must be complete
   in itself and signed by a principal or officer of the Star Power. All
   replies and documentation sent in response to this Notice should be marked
   with the File No. and NOV No. specified above, and mailed to the following
   address:

   4. This Notice shall be sent to Star Power  at its address of record.

   5. The Privacy Act of 1974 requires that we advise you that the Commission
   will use all relevant material information before it, including any
   information disclosed in your reply, to determine what, if any,
   enforcement action is required to ensure compliance. Any false statement
   made knowingly and willfully in reply to this Notice is punishable by fine
   or imprisonment under Title 18 of the U.S. Code.
