                              NOTICE OF VIOLATION

                                                  Released: December 12, 2006

   By the District Director, Kansas City Office, South Central Region,
   Enforcement Bureau:

    1. This is a Notice of Violation ("Notice") issued pursuant to Section
       1.89 of the Commission's Rules to Joplin Beepers, Inc., licensee of
       radio station WQZ610 and owner of antenna structure #1004351 in Purdy,
       MO.

    2. On November 29, 2006, agents of the Commission's Kansas City Office
       inspected radio station WQZ610 and antenna structure #1004351 located
       at Hwy 7 and Rt. C, Purdy, MO, and observed the following
       violation(s):

     a. 47 C.F.R. S 17.50: "Antenna structures requiring painting under this
        part shall be cleaned or repainted as often as necessary to maintain
        good visibility." At the time of inspection the paint on antenna
        structure #1004351 was faded and peeled, leaving bare metal over
        several sections of the structure. Due to the condition of the paint
        the structure did not have good visibility.

     b. 47 C.F.R. S 22.305: "Station licensees are responsible for the proper
        operation and maintenance of their stations, and for compliance with
        FCC rules." At the time of inspection, station WQZ610 was causing
        harmful interference to aviation services by transmitting on the
        frequency 122.8 MHz. Station WQZ610 is not authorized to transmit on
        122.8 MHz. This interference had been occurring for period of 8 days
        at the time of inspection. Management for Joplin Beepers, Inc. had
        been notified of this interference the day before the inspection via
        telephone, yet the transmissions continued up until the time the FCC
        agents arrived at the station.

    3. Pursuant to Section 308(b) of the Communications Act of 1934, as
       amended, and Section 1.89 of the Commission's Rules, Joplin Beepers,
       Inc., must submit a written statement concerning this matter within
       twenty (20) days of release of this Notice. The response must fully
       explain each violation, must contain a statement of the specific
       action(s) taken to correct each violation and preclude recurrence, and
       should include a time line for completion of pending corrective
       action(s). The response must be complete in itself and signed by a
       principal or officer of the licensee/tower owner. All replies and
       documentation sent in response to this Notice should be marked with
       the File No. and NOV No. specified above, and mailed to the following
       address:

    4. This Notice shall be sent to Joplin Beepers, Inc. at its address of
       record.

    5. The Privacy Act of 1974 requires that we advise you that the
       Commission will use all relevant material information before it,
       including any information disclosed in your reply, to determine what,
       if any, enforcement action is required to ensure compliance. Any false
       statement made knowingly and willfully in reply to this Notice is
       punishable by fine or imprisonment under Title 18 of the U.S. Code.
