Citizens Utilities Company acquired study area jurisdiction West Virginia (GTWV) from GTE South, Inc. on 12/31/1993. Citizens created an operating company, Citizens Telecommunications Company of West Virginia, with two study area jurisdictions called North (CTCW) and South (CTGW).

When Citizens became an elective price cap carrier in 1997, it was required to begin filing ARMIS 43-05 Reports at the holding company (CTTC) and study area (CTCW, CTGW) levels. However, Citizens filed no individual study area data for 1997. Instead, it provided rolled-up study-area data at the operating company level (CTWV). The ARMIS Data Retrieval System, having been designed to follow Commission rules, does not display the 1997 data, and Citizens refiled the data under CTCW--this is the way Citizens filed its 1998 data. Both 1997 and 1998 results will represent roll-ups of individual study area data, filed under study area CTCW. (The COSA CTGW will show zero data.) 1999 - 2009
