By the Chief, Enforcement Bureau:

1.        In this  Order,  we adopt  a  Consent Decree  in  which 
  Samsung   Telecommunications   America,   Inc.   and    Samsung 
  Electronics  Co.,  Ltd. (collectively,  ``Samsung'')  agree  to 
  implement  a comprehensive  compliance program  to ensure  that 
  analog-capable  Commercial  Mobile  Radio  Service   (``CMRS'') 
  handsets manufactured  and distributed by  Samsung comply  with 
  the 911 call  processing requirements of Section 22.921 of  the 
  Commission's Rules,  47 C.F.R. §  22.921.  Samsung also  agrees 
  to  make a  voluntary contribution  to the  U. S.  Treasury  of 
  $50,000.  

2.        On March 31, 2000, Samsung voluntarily disclosed to the 
  Commission facts  regarding its  compliance with  the 911  call 
  processing  requirements  of Section  22.921  with  respect  to 
  certain   analog-capable   CMRS   handsets   manufactured   and 
  distributed by Samsung after February 13, 2000.

3.        The  Enforcement   Bureau   staff  and   Samsung   have 
  negotiated a Consent Decree that would resolve this matter  and 
  terminate the  staff's investigation.   A copy  of the  Consent 
  Decree is attached hereto and incorporated by reference.

4.        We have reviewed  the terms of  the Consent Decree  and 
  evaluated  the facts  before us.   We believe  that the  public 
  interest would  be served by approving  the Consent Decree  and 
  terminating the staff's investigation.  

5.        Accordingly, IT IS ORDERED, pursuant to Sections  4(i), 
  4(j)  and  503(b)  of  the  Communications  Act  of  1934,   as 
  amended,1  and Sections  0.111 and  0.311 of  the  Commission's 
  Rules,2 that the attached Consent Decree IS ADOPTED.

6.        Samsung may  make  its voluntary  contribution  to  the 
  United States Treasury by credit card through the  Commission's 
  Debt  and Credit  Management Center  at  (202) 418-1995  or  by 
  mailing a check or similar instrument, payable to the order  of 
  the  Federal  Communications  Commission,  to  the   Forfeiture 
  Collection  Section,  Finance  Branch,  Federal  Communications 
  Commission, P.O. Box 73482, Chicago, Illinois 60673-7482.   The 
  payment should note the NAL/Acct. No. referenced above.

7.        IT  IS  FURTHER  ORDERED  that  the  Commission   staff 
  investigation into the matter described herein IS TERMINATED.
