Re:  Infinity Broadcasting Operations, Inc., Licensee of 
     Station WKRK(FM), Detroit, MI, Notice of Apparent 
     Liability for Forfeiture

     This Order emphasizes the importance of the 
Commissioner responding to complaints in a more timely 
fashion.  This is the same licensee that we have previously 
fined for ``egregious'' indecency violations and warned 
against future violations.1  This broadcast, however, 
actually pre-dates the broadcast that incurred those 
warnings.
