With its latest tariff filing, AT&T has failed to deliver the consumer benefits it promised as a participant in CALLS. By increasing per-minute charges for the same consumers for whom it committed to eliminate minimum usage charges, AT&T’s new rate plan at a minimum violates the spirit of the reform package. I think we should put CALLS on hold.
