National standards for numbering relief are a giant step towards ensuring that
carriers use the nation's limited numbering resources efficiently and for the benefit of
consumers. Uniform reporting requirements, mandatory thousands-block number pooling,
and numbering reclamation requirements will encourage better management of numbering
resources. The measures we adopt today are critical to ensuring that carriers continue to obtain the numbering resources they need, even as the entry of new competitors and the explosive growth in consumer demand for telephone lines drain the supply. These requirements should also help consumers avoid the frustration and expense they suffer each time area code relief is implemented where it could have been avoided or delayed were numbers used more efficiently. As we continue to monitor and promote efficient use of numbering resources, I look forward to a continuing and productive partnership with the States.
