Re: Passage of the Communications Act of 1996

The legislation just passed by Congress will speed the introduction of much-needed competition in our communications industries. It will stimulate investment and innovation. It will promote domestic employment and international competitiveness. It will bring new choices -- and lower prices -- to American consumers.

This legislation is as comprehensive as it is timely. I congratulate the congressional leaders whose vision and diligence have brought us to this milestone.

This legislation entrusts the FCC with significant new responsibilities. We will implement the law conscientiously -- and to the best of our ability and resources.
