COMMISSIONER MARTIN ANNOUNCES STAFF CHANGES


Washington, DC -- Commissioner Kevin J. Martin today announced that Monica Shah Desai, who served as Legal Advisor for wireless and international matters, is leaving his office to join the Common Carrier Bureau’s Competitive Pricing Division. Ms. Desai’s position in the Bureau will allow for a flexible work schedule, which will enable her to spend more time with her family. Commissioner Martin stated, “We will miss Monica very much. She is a bright and talented lawyer with terrific advocacy skills. While I am disappointed Monica will no longer be working in my office, I understand her desire for a more flexible work schedule. She has been an invaluable member of my team. She will be a great asset to the Bureau.”

Taking over the wireless and international issues will be Samuel Feder, who has been serving as Commissioner Martin’s Legal Advisor for common carrier matters. Mr. Feder previously served as Legal Advisor to Commissioner Furchtgott-Roth. Before coming to the Commission, Mr. Feder worked at the law firm of Harris, Wiltshire & Grannis, where he focused on wireless and satellite issues. He has also worked as an associate at Kellogg, Huber, Hansen, Todd & Evans, as a trial attorney in the Federal Programs Branch of the Department of Justice, and as a law clerk to the Honorable Edward R. Becker (United States Court of Appeals for the Third Circuit). Mr. Feder is a summa cum laude graduate of the University of Michigan Law School and a graduate of the College of William and Mary.

Daniel Gonzalez has joined the office as Legal Advisor for common carrier matters. Prior to joining this office, Mr. Gonzalez was Vice President, External and Regulatory Affairs, for XO Communications, Inc., where he was responsible for government relations and regulatory issues. Before joining XO, Mr. Gonzalez served as Legal Advisor to FCC Commissioner Rachelle B. Chong for common carrier matters. Mr. Gonzalez has also served as Legal Assistant to the Chief of the FCC’s Common Carrier Bureau and as an attorney-advisor in the FCC’s Common Carrier Bureau’s Policy and Program Planning Division and Accounting and Audits Division. Mr. Gonzalez received his Bachelor of Arts degree from the State University of New York and his J.D. from Hofstra University School of Law.

Mr. Feder and Mr. Gonzalez will assume their responsibilities immediately.
