   STATEMENT OF FCC CHAIRMAN WILLIAM KENNARD ON ACCESS DECISION


     The Court has upheld our access charge reform order in all respects.  We are very
pleased that the Court found the FCC has the ability to fashion appropriate rules to ease the
transition for consumers from monopoly to competitive markets and from implicit to explicit
Universal Service support.
