       Press Statement of Chairman William E. Kennard on 
 the Adoption of Rules for Location Monitoring Service Licenses


     Today's Order paves the way for the Commission to auction Location and Monitoring
Services (LMS) licenses.  These licenses are another way the Commission is opening up new
opportunities and helping the industry deliver new products.  LMS services will promote public
safety, make our highways safer and improve productivity in transportation.
