     STATEMENT OF FCC CHAIRMAN WILLIAM KENNARD ON INDUSTRY
                    DISCUSSIONS ON CRAMMING
 

     "I'm pleased that our efforts have sparked the industry to come together to combat
cramming.  Today's discussion encourages me to think that the industry will be able to find
solutions to billing fraud, and I look forward to seeing results this summer. We need to work
together to protect consumers."
