COMMISSIONER FURCHTGOTT-ROTH NAMES PERMANENT STAFF



Commissioner Harold Furchtgott-Roth has named three members of his permanent staff.

Paul Misener has been named Senior Legal Advisor. He will also serve as the Commissioner's Chief of Staff. He is currently Manager of Telecommunications and Computer Technology Policy for the Intel Corporation and serves as Steering Committee Chairman of the Internet Access Coalition. Prior to joining Intel, Misener was an attorney with the law firm Wiley, Rein & Fielding, where he specialized in telecommunications law and served as the principal aide to Richard Wiley, Chairman of the FCC's DTV Advisory Committee. Misener also served at the National Telecommunications and Information Administration, where he was a U.S. Delegate to the 1988 ITU World Administrative Radio Conference. Prior to his work at NTIA, he worked for a defense contractor designing military communications systems. Misener holds a B.S. in Electrical Engineering and Computer Science from Princeton University and a J.D. from the George Mason University School of Law. He will begin his new position on December 8.

Kevin Martin has been named Legal Advisor to Commissioner Furchtgott-Roth. He will advise the Commissioner on common carrier and wireless matters. He is currently an associate in the Office of the Independent Counsel, Washington, DC. Previous to that he was an associate in the office of Wiley, Rein & Fielding, Washington, DC, where he worked on various telecom issues including broadcast ownership and attribution, spectrum auctions, advanced television (ATV), microwave relocation, V-chip and indecency provisions, regional Bell operating company (RBOC) entry into manufacturing, interconnection and universal service. Before joining Wiley, Rein, Martin was judicial clerk for U.S. District Court Judge William M. Hoeveler, Miami, FL. He has a B.A. degree, cum laude with distinction in Political Science, from the University of North Carolina, where he was elected to Phi Beta Kappa, a Masters Degree in Public Policy from Duke University and a J.D. from Harvard Law School, cum laude. He will begin work at the FCC on December 1.

Helgi Walker has been named Legal Advisor. She will advise Commissioner Furchtgott-Roth on mass media and cable matters. Walker is an associate with the law firm of Gibson, Dunn & Crutcher LLP. She specializes in appellate and constitutional law. Prior to joining the firm she served as a law clerk to Associate Justice Clarence Thomas of the United States Supreme Court. She also served as a law clerk to Circuit Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit. She also served as Deputy Press Secretary for U.S. Senator Strom Thurmond. Walker received her B.A. and J.D. degrees from the University of Virginia. She will begin her new job on December 1.
