             PRESS STATEMENT OF COMMISSIONER RACHELLE B. CHONG
              REGARDING INTENT TO DESIGNATE NEW FCC CHAIRMAN

     
     I am delighted to hear of the President's intent to designate William E. Kennard to be
the Chair of the Federal Communications Commission.  As a long time communications lawyer
and as our general counsel during the last three and a half years, Mr. Kennard brings
intelligence, thoughtfulness and a deep substantive knowledge of communications law to the
position.  I have worked very closely with Mr. Kennard during my tenure, and know he will
be an outstanding FCC Chairman who will carefully listen to all parties and make fair decisions
that are consistent with the law.
