FCC ADOPTS PROCESS TO ACCELERATE RESOLUTION OF MARKET DISPUTES. The Commission adopted a new, accelerated approach to resolving complaints involving telephone companies. Today's action will allow the Commission to respond to market disputes effectively and with the speed that will be necessary in an increasingly competitive environment. COMMISSION ADOPTS NOTICE SEEKING COMMENT ON DIGITAL BROADCAST SIGNAL CARRIAGE ISSUES. The Commission has adopted a Notice of Proposed Rulemaking seeking comment on the carriage of digital broadcast television signals by cable television systems. The Notice addresses the need for compatibility between digital systems, seeks comment on possible changes to the mandatory carriage rules, and explores the impact carriage of digital television signals may have on other Commission rules. FCC ADOPTS NEW LICENSING RULES FOR MARITIME SERVICES. The Commission adopted a 3rd R&O & M)&O that represents the next step in adopting rules aimed at streamlining the licensing process for VHF public coast stations. The Commisison has concluded that the public interest would be served by providing licenses more flexibility in the use of maritime spectrum, while preserving this internationallly-allocated radio service's core purpose of promting the safety of life and property at sea.
