COMMON CARRIER ACTION - FCC PROPOSES $1.04 MILLION FORFEITURE AGAINST ALL AMERICAN TELEPHONE COMPANY FOR APPARENTLY USING FORGED AUTHORIZATION FORMS TO "SLAM" CONSUMERS - REPORT NO. CC 98-19. The Commission has proposed a $1.04 million forfeiture against All American Telephone Company, Inc. for apparently engaging in slamming, the pactice of changing a consumer's telephone company without the consumer's express consent. All American has 30 days either pay the forfeiture or show why the forfeiture should be reducd or not imposed. AMEREN ENERGY COMMUNICATIONS, SEEKS COMMISSION DETERMINATION OF "EXEMPT TELECOMMUNICATIONS COMPANY" STATUS UNDER THE PUBLIC UTILITY HOLDING COMPANY ACT OF 1935, AS ADDED BY SECTION 103 OF THE TELECOMMUNICATIONS ACT OF 1996.On June 29, 1998, Ameren Energy Communications, pursuant to section 34(a)(1) of the Public Utility Holding Company act of 1935, as added by Section 103 of the Telecommunications Act of 1996, filed an application requesting a Commission determination that it is an "exempt telecommunciations company."
