The Commission has proposed a $1.04 million forfeiture against All American Telephone Company, Inc. for apparently engaging in slamming, the pactice of changing a consumer's telephone company without the consumer's express consent. All American has 30 days either pay the forfeiture or show why the forfeiture should be reducd or not imposed.
