NEW YORK ADI APPEALS. The Commission's action in this MO&O disposes of 26 separate must carry/market modification appeals involving seven New York ADI cable operators, including Time Warner and Cablevision Systems Corp., and five New York ADI television stations: (1) WMBC-TV, (2) WLNY, (3) WTBY, (4) WRNN, and (5) WHAI-TV. The Commission generally affirms the Cable Services Bureau's market modification policies and practices as applied to the NY area of dominant influence. However, the Commission reverses the Bureau's market deletion decisions in limited circumstances: (1) WMBC-TV now has must carry rights in Queens, Brooklyn, the Bronx, and several Westchester County communities; (2) WHAI-TV now has must carry rights in several Westchester County communities.
