COMMENTS ON CTIA REQUEST TO COMMENCE RULEMAKING TO ESTABLISH FAIR 
LOCATION INFORMATION PRACTICES

By this Public Notice, the Wireless Telecommunications Bureau (Bureau) extends the time for filing 
reply comments from April 17, 2001, to April 24, 2001, on a petition for rulemaking filed by the Cellular 
Telecommunications and Internet Association (CTIA), on which the Bureau sought comment through a 
Public Notice released on March 16, 2001.   The original schedule required comments to be filed on or 
before April 6, 2001, and reply comments, on or before April 17, 2001.
On March 26, 2001, Sprint Spectrum, L.P., d/b/a Sprint PCS (Sprint) filed a motion to extend the reply 
comment deadline for 30 days from April 17, 2001, to May 7, 2001.   Sprint argues that six business days 
is not adequate time in which to review the comments due April 6 and prepare thorough and thoughtful 
reply comments on the important issues raised in CTIA's petition.  According to Sprint, the petition's 
request for a rulemaking to adopt certain privacy principles governing carriers' treatment of wireless 
location information concerns an especially sensitive and complex subject. 
We grant Sprint's motion, in part, and extend the deadline for the filing of reply comments from April 17 
to April 24, 2001.  In granting a shorter extension of time than sought by Sprint, we note that the March 
16 Public Notice sought comment on CTIA's request for a rulemaking proceeding as a threshold matter in 
determining what steps, if any, to take to address the issues CTIA raises.  If it is determined to proceed 
with a rulemaking, there will be an opportunity for interested parties to address the substance of CTIA's 
proposals and other issues raised in the context of a notice of proposed rulemaking.  Thus, the Bureau 
believes that the seven-day extension of time we grant by this Public Notice offers all interested parties 
sufficient time to prepare thorough and thoughtful reply comments on the threshold question of whether 
the Commission should initiate a rulemaking proceeding on the CTIA request as raised in the March 16 
Public Notice.
