L.L.C. (MobileMedia), filed an application requesting Commission consent to assignment of its 12.5 kHz narrowband PCS return channels, Station KNKV207, to SkyTel Corp. (SkyTel), File No. 0000032545 (MobileMedia Application), and SkyTel filed an application requesting Commission consent to assignment of its 12.5 kHz narrowband PCS return channels, Station KNKV208, to MobileMedia, File No. 0000032541 (Skytel Application). On June 29, 2000, MobileMedia and Skytel jointly filed a minor amendment to the applications certifying, in accordance with new Section 24.104(g)(1)(i) of the Commission's rules, 47 C.F.R.  24.104(g)(1)(i), that MobileMedia will satisfy the 10-year buildout requirements for the entire license area of Station KNKV207 and that SkyTel will satisfy the 10-year buildout requirements for the entire license area of Station KNKV208. No comments or petitions to deny were received in response to the public notice announcing that the applications had been accepted for filing. See Public Notice, WTB Rpt. No. 341 (rel. Oct. 13, 1999). Pursuant to Section 1.925(b)(3) of the Commission's Rules, 47 C.F.R.  1.925(b)(3), the Policy and Rules Branch (Branch) of the Commercial Wireless Division grants MobileMedia and SkyTel temporary waivers of the Commission's policy proscribing disaggregation of narrowband PCS spectrum because new rule Section 24.104, which becomes effective on August 7, 2000, will allow disaggregation of narrowband PCS spectrum. Each waiver shall automatically expire on that date. Pursuant to Sections 4(i) and 310(d) of the Communications Act of 1934, as amended, 47 U.S.C.  154(i), 310(d), and Section 0.331 of the Commission's Rules, 47 C.F.R.  0.331, the Branch finds that the proposed assignments are in the public interest and approves the Skytel Application, File No. 0000032541, and the MobileMedia Application, File No. 0000032545. Pursuant to Section 1.103 of the Commission's Rules, 47 C.F.R.  1.103, the actions taken herein are effective upon release of this Public Notice. Pursuant to Sections 1.106(f) and 1.115(a) of the Commission's Rules, 47 C.F.R.  1.106(f), 1.115(a), petitions for reconsideration and applications for review may be filed within thirty days of the release of this Public Notice.
