WinStar did not seek reconsideration of the Bureau's decision to consider its Anchorage application for channel 7 only. On September 9, 1994, the Telecommunications Industry Association (TIA) filed a Petition for Rule Making seeking to increase the amount of spectrum available for operations contemplated in the 39 GHz band. Specifically, TIA proposed a channeling plan and technical rules for the 37 GHz band so that this spectrum would be available for broadband PCS operators, cellular operators and other common carriers and private operators in order to satisfy pointtopoint communications needs. As a  {O 'result frequencies in the 37 GHz band would be available to applicants and licensees in the 39 GHz band.
