Bonner General Hospital, Inc. On January 14, 1998, Bonner General Hospital, Inc. (Bonner  xkGeneral) filed a Request for Waiver (Bonner General Waiver) to continue to operate oneway medical  S- xpaging operations on a permanent basis on frequency 453.025 MHz."# xP-ԍxBonner General Waiver at 1. Bonner General's authorized base station for 453.025 MHz is KNAO455. Bonner General is the sole  xycommunity provider of acute and emergency medical services for Bonner County in northern Idaho. The  x\hospital is using the subject paging system to alert, on an emergency basis, its medical staff that their  S7 - xservices are needed to aid victims of accidents and disasters.:#7 # zPw-ԍxId.: Bonner General asserts that relocation of  xits paging operations to a frequency other than its current one would be an undue hardship for both the  xhospital and the community because it would cause disruption of communications services. On January 14, 1998, Mercy Healthcare Sacramento (Mercy  x/Healthcare) filed a Request for Waiver (Mercy Healthcare Waiver) to continue to operate its medical  S:- xpaging operations on a permanent basis on frequency 453.075 MHz.&:V # xP0"-  ԍxMercy Healthcare Waiver at 1. Mercy Healthcare's authorized base stations for 453.075 MHz are WNWD486, WNXR513 and WPDE348. Mercy Healthcare is the owner and  xoperator of Mercy American River/Mercy San Juan Hospital with two locations in Carmichael, California.  xMercy Healthcare states that its medical paging operations, located at Mercy American River Hospital,  xNare used for essential and emergency hospital communications and to summon medical personnel,"&,l(l(,,B"  S- xespecially in emergency situations.:'# zPh-ԍxId.: Mercy Healthcare asserts that, as there are no reasonable alternative  x/channels for its use, failure to receive a waiver would result in discontinuance of its oneway medical  S- x-paging operations.:(Z# zP-ԍxId.: It contends that this result would be contrary to the public interest. Methodist Hospital's authorized base station for 453.175 MHz is WNQH617.  x[Methodist Hospital is a communitybased healthcare facility located in Philadelphia, Pennsylvania. It is  xa division of the Thomas Jefferson University Hospital also located in Philadelphia. On January 20, 1998, St. Vincent Medical Center (St. Vincent  xMedical) filed a Request for Waiver (St. Vincent Medical Waiver) to continue to operate its medical  S- xjpaging operations on a permanent basis on frequency 453.125 MHz.0# xP#"-  mԍxSt. Vincent Medical Waiver at 1. St. Vincent Medical's authorized base station for 453.125 MHz is WNYI663. St. Vincent Medical states that it  xis the oldest hospital in Southern California and is a nonprofit organization member of the Catholic  xMHealthcare West organization based in San Francisco, California. Its oneway medical paging system  S:- xjoperates approximately 250 pagers, and essentially is used for internal (campuswide) purposes, such as":0,l(l(,,"  S- x{summoning help in Code Blue (cardiac arrest) and Code Red (fire alarms) situations.:1# zPh-ԍxId.: St. Vincent  xKMedical asserts that relocation of its paging system to another frequency would cause significant disruption  xof the hospital's radio communications, as well as significant expenditures to accomplish the change to  Sg- xa new frequency.:2gZ# zPa-ԍxId.: The hospital also contends that the Los Angeles area has adequate spectrum for  xZcurrent EMRS transmission services, and notes that the Los Angeles County Medical Alert Center operates  x\a wide area emergency medical radio service on 155.340 MHz that serves all the counties in Southern  S- xCalifornia.:3# zPZ -ԍxId.: As a result, we conclude that St. Vincent Medical Center has demonstrated that its current  S-paging operations should be grandfathered to avoid disruption of public safety communications.4~# zP -ԍxSee Kaiser, 13 FCC Rcd at 529798; NYH, 13 FCC Rcd at 5304.  S5-  !x14. University of Tennessee Medical Center. On January 20, 1998, the University of Tennessee  xjMedical Center (Tennessee Medical) filed a Request for Waiver (Tennessee Medical Waiver) to continue  S- x{to operate its medical paging operations on a permanent basis on frequency 453.175 MHz.5# xP-  ԍxTennessee Medical Waiver at 1. Tennessee Medical's authorized base station for 453.175 MHz is WNLF822. The  x=hospital's paging operations are located at the medical center. Tennessee Medical states that the system  xservices approximately 2000 units including 300 physicians and numerous medical groups that provide  S7 - x/trauma and code team alerts during critical times.:67 h # zP?-ԍxId.: Tennessee Medical asserts that any relocation or  xkchanges in its assigned frequency could result in severe adverse situations during the transition period  S - xjbecause of the critical nature of the communications.:7 # zPk-ԍxId.: The hospital also submits that, from its inquiries,  S - xit has determined that there is sufficient spectrum in the area for EMRS use.:8 # zP-ԍxId.: Therefore, we conclude  xthat granting Tennessee Medical's request that its medical paging operations be grandfathered will avoid  S8-any potential disruption of critical public safety communications.98# zP-ԍxSee Kaiser, 13 FCC Rcd at 529798; NYH, 13 FCC Rcd at 5304.  S-x  S- IV. CONCLUSION ă   x15. In sum, we conclude that the subject six hospitals have met the requirements established in  S9- x\the EMRS Report and Order for the permanent grandfathering of their SERS systems.
