Report No. DC 95-64 ACTION IN DOCKET CASE May 3, 1995 COMMISSION PROPOSES TO ALLOW IVDS LICENSEES TO PROVIDE MOBILE SERVICE TO SUBSCRIBERS (WT Docket 95-47) The FCC has proposed to allow Interactive Video and Data Service (IVDS) licensees to provide mobile service to subscribers on an ancillary basis. This proceeding was initiated by a petition for rule making from EON Corporation. In its petition, EON states that after the IVDS service rules were adopted, it designed refinements, and that these refinements give IVDS licensees the capability to provide cost-effective mobile service. EON contends that allowing mobile operation would enhance the marketability and usefulness of IVDS and ensure that the IVDS spectrum will be fully utilized. EON also states that allowing mobile operation will increase the opportunity for broadcasters to participate in the information superhighway and generate additional advertising revenues. Accordingly, EON requests that the FCC authorize mobile operation with mobile units transmitting at a (reduced) maximum effective radiated power of 100 milliwatts. The FCC believes that providing ancillary mobile services to fixed service subscribers will enhance telecommunication service offerings for consumers, producers and new entrants, encourage rapid deployment and growth of IVDS services and promote more flexible use of IVDS spectrum.
