A number of distinguished experts will address the fundamental questions surrounding media ownership limits. In the first panel on ownership policies and competition, panelists will discuss a variety of issues including: the relationship between ownership limits and market performance; the merits of ex ante ownership limits versus case-by-case investigations; what product markets are relevant to FCC consideration of ownership policies; and the costs and benefits of different types of restrictions (horizontal caps, cross-ownership restrictions, access regulations). In the second panel on diversity and localism, panelists will cover a number of areas including: the type of diversity that ownership policies should promote; the extent to which outlet diversity produces source and/or viewpoint diversity; the meaning of localism; and whether local ownership results in locally-oriented programming.
