TO HOLD PUBLIC FORUM TO DISCUSS
BIENNIAL REVIEW OF MASS MEDIA BUREAU RULES


The Office of General Counsel and the Mass Media Bureau will hold a public forum on Tuesday, January 13, 1998, from 2:30 p.m. until 4:00 p.m., to receive ideas regarding streamlining or deregulating Commission rules administered by the Mass Media Bureau during the first biennial review of Commission regulations. Although the 1996 Act only requires the Commission to review its rules applicable to telecommunications service providers and its broadcast ownership rules as part of the biennial regulatory review pursuant to Section 11 of the Communications Act, the Commission has determined that the first biennial review presents an excellent opportunity for a serious top-to-bottom examination of all the Commission's regulations. The public forum will be held in the Commission Meeting Room (Room 856), 1919 M Street, N.W., Washington, D.C. The public is invited to attend and participate in the discussion.

Specifically, the forum will focus on the following topics: (1) streamlining of application forms and processes; (2) deregulation or streamlining of substantive non- technical rules, including ownership rules not subject to a pending proceeding; and (3) deregulation or streamlining of substantive technical rules.
