             DEPUTY GENERAL COUNSEL DAVID H. SOLOMON
                 GIVEN EXPANDED RESPONSIBILITIES

     The duties of Deputy General Counsel David H. Solomon are being significantly
expanded.  In addition to the traditional responsibilities of Deputy General Counsel, Solomon
will advise the Commission on a variety of substantive and administrative matters facing the
Commission.

     "Over the past four years, David has provided me with invaluable counsel on a wide
range of matters," Chairman William Kennard said.  "I am very pleased that he will take on
these important new responsibilities while at the same time continuing as Deputy General
Counsel to be a central source of expert legal and common sense advice throughout the
Commission."

     Solomon has been Deputy General Counsel since 1994.  From 1987-1994 he was
Assistant General Counsel in the Administrative Law Division of the Office of General Counsel. 
Prior to that, he practiced communications and administrative law at the Washington, DC, law
firm of Crowell & Moring.  He has also worked for Members of Congress.

     Solomon graduated magna cum laude from Harvard College and cum laude from
Harvard Law School.  He lives in Chevy Chase, Maryland, with his wife Gloria (also a lawyer)
and their two sons.
