AUTOMATED SUBMISSION OF FISCAL YEAR 1999 REGULATORY FEE
PAYMENT DATA USING FCC SOFTWARE


The FCC is once again providing a software program for payers of large submissions of

Fiscal Year 1999 Regulatory Fees. This optional payment mechanism can be used in lieu of filing manually. The Fiscal Year 1999 Regulatory Fee automated software is available to any FCC client paying for at least 25 regulatory fees.

The software will provide filers with the capability to submit their regulatory fee filing data on a "3.5 inch" diskette. The software package contains a computer-generated FCC Form 159 (Remittance Advice) template designed to complete most of the form's data fields for the user. It also contains a "help file" document with complete instructions on the use of the software.

A Fiscal Year 1999 Regulatory Fee data diskette is not acceptable unless accompanied by a completed hard copy of the computer-generated FCC Form 159, and the required remittance. Filers must complete and sign Section E of FCC Form 159 to certify the accuracy of the data, and Section F of FCC Form 159 if payment is by credit card. The completed data diskette, hard copy FCC Form 159, and required remittance should be mailed to:

This year's software is compatible with the Fiscal Year 1998 software, and can run under Windows 95 or Windows 98. It will not run under Windows 3.X. Please note that the MAC version is no longer acceptable. Software versions that are earlier than Fiscal Year 1998 are incompatible with the Fiscal Year 1999 fee schedule and may not be used for filing purposes.

The Fiscal Year 1999 Regulatory Fee automated software contains the new Regulatory Fee schedule. The new software permits:

  1. The use of the Fiscal Year 1998 data file, entered with earlier FCC software versions, as a starting point. The Fiscal Year 1998 data may be modified, and when necessary, amended.

  2. The creation of a new database file for filers who have not used prior versions of FCC software.

  3. The ability to maintain data for more than one filer. This applies to companies/organizations that would otherwise submit individual FCC Form 159s, and individual payment instruments on behalf of more than one client. The software will prepare and produce separate files and payment data for each filer.

The Fiscal Year 1999 Regulatory Fee Automated Software is available from two sources:

  1. From the FCC's Internet site:

    1. Enter the http://www.fcc.gov address and hit return. The FCC Home Page will be displayed.
    2. Click on the Fees link. The FCC Fees Page will be displayed.
    3. Click on the Software link. The Public Notice will be displayed.
    4. Click on the Download Fee Filer Software link. A directory of files will be displayed.
    5. Click on FF99.zip.
    6. Click on Save to Disk on the window that displays. This will allow the user to download the file to a local disk for access and use.

    The contractor will, for a fee, furnish diskette copies of the software in Zip format which includes instructions for installing and using the software. The contractor offers a variety of shipment and payment choices.

    A telephone HELP LINE is available and is staffed from 9:00 a.m. to 5:00 p.m. (EST) at (202) 728-7710, ext. 302, on business days. This HELP LINE service will end at 5:00 p.m. on September 22, 1999.

    All Fiscal Year 1999 Regulatory Fees must be date stamped as received at Mellon Bank on or before September 22, 1999, in order to avoid incurring a mandatory 25% late payment penalty.
