Kennard, Chairman of the Federal Communications Commission (FCC), has named Dorothy Attwood to be his Legal Advisor for common carrier issues. Since August 1998, Attwood has been Chief of the Common Carrier Bureau's Enforcement Division. After joining the Commission in 1996, Attwood served in the Policy and Program Planning Division of the Bureau, on a detail from the Office of General Counsel, where she was involved in rulemakings implementing the 1996 Act. Chairman Kennard said, "I am delighted that an attorney with Dorothy's knowledge of common carrier issues will be joining my staff. She has been an impressive leader of the Enforcement Division. She gets the job done. She played a key role in our efforts to keep slamming the slammers. She was one of the architects of the truth-in-billing initiative to make phone bills easy-to-read. I look forward to having her in my office." Before joining the Commission, Attwood was a partner in the Philadelphia law firm of Kozen & O'Conner, specializing in commercial litigation.
