FCC Chairman William E. Kennard will be the keynote speaker at the U.S. Securities and Exchange Commission's celebration of Black History Month. The 1999 theme is "The Legacy of African Americans--Leadership for the Present and Future." The celebration will take place at SEC on Wednesday, February 17 at 1:00 p.m.
