March 6, 1998 CHAIRMAN KENNARD SELECTS ROSALIND ALLEN AS LIAISON TO LOCAL AND STATE GOVERNMENT ADVISORY COMMITTEE Today, Chairman Kennard named Rosalind Allen as the Commission's Primary Liaison to the Local and State Government Advisory Committee (LSGAC). In this role Allen will be the Commission's primary contact for issues involving local and state governments. Allen will meet regularly with local and state government representatives and industry representatives to facilitate exchanges of views on issues affecting the Commission, local and state governments, and the telecommunications industry. Since implementation of the Telecommunications Act of 1996, it has become increasingly important for the Commission to receive on an ongoing basis the advice and perspectives of local and state governments. Local and state governments have an important role in the new competitive environment. Pursuant to Section 204(b) of the Unfunded Mandates Reform Act of 1995, the Commission created the Local and State Government Advisory Committee in March of 1997. The LSGAC has facilitated communication between local and state governments and the Commission. It has provided advice and information to the Commission on key issues that concern local and state governments, including public rights-of-way, facilities siting, and removal of barriers to entry; and communicated state and local government policy concerns regarding proposed Commission actions pursuant to the Telecommunications Act of 1996. The Committee is comprised of elected officials of local and state governments or their representatives. The LSGAC's website is located at: http://www.fcc.gov/statelocal/. "I am extremely happy Roz has accepted this responsibility," Kennard said. "There are many issues at the FCC that state and local governments are concerned about and I want to ensure that the lines of communication are open. Roz has a wealth of experience in communicating with LSGAC on siting issues and now she will be the Commission's primary liaison for all issues affecting LSGAC." Allen has served as Deputy Chief of the Wireless Telecommunications Bureau since January of 1996. Prior to her current role she was Chief of the Wireless Telecommunications Bureau's Commercial Wireless Division and served in various other staff positions since joining the FCC in 1987. - over - - 2 - Between 1981 and 1987, Allen was engaged in the private practice of law at Reed, Smith, Shaw & McClay, where she specialized in communications and intellectual property law. Allen graduated with a J.D. from Georgetown University Law Center in 1981. She received her B.A. in English and Biopsychology cum laude from Vassar College in 1978 where she was elected to membership in Phi Beta Kappa.
