November 3, 1997 COMMISSIONER MICHAEL K. POWELL NAMES STAFF FCC Commissioner Michael K. Powell has appointed his advisors and administrative staff. Mr. Powell named Jane E. Mago as his Senior Legal Advisor, Peter A. Tenhula as his Legal Advisor and Kathleen L. Franco as an Interim Legal Advisor. Antonia ("Toni") McGowan has been named Confidential Assistant and Paul A. Jackson will serve as Special Assistant under the Student Intern Program. JANE E. MAGO, SENIOR ADVISOR Commissioner Michael K. Powell has named Jane E. Mago, a 19-year veteran at the FCC, to serve as his Senior Legal Advisor. In addition to her duties as senior advisor, Ms. Mago will focus on mass media and cable issues. Ms. Mago has served in a number of positions at the FCC including Senior Advisor to Commissioner Rachelle B. Chong, Legal Assistant to Commissioner Anne P. Jones, Assistant General Counsel for Trial and Enforcement and Deputy Chief of the Land Mobile and Microwave Division of the Private Radio Bureau. She began her career at the FCC in 1978 as a staff attorney in the Common Carrier Bureau and has also served as a member of the appellate litigation staff. Ms. Mago's expertise in FCC matters spans all the agency's subject areas, including mass media, common carrier, cable, wireless and international. Ms. Mago received her J.D. from the State University of New York at Buffalo in 1978. She also holds a B.A. and M.A. in Communications from that university. She is a member of the New York State Bar. Jane is married to Robert Blau. They live with their three children, Bobby (13), James (11) and Genevieve (9), in McLean, Virginia. PETER A. TENHULA, LEGAL ADVISOR Peter A. Tenhula has been appointed Legal Advisor to FCC Commissioner Michael K. Powell. Mr. Tenhula will advise the Commissioner on international and wireless issues. For the past two years, Mr. Tenhula has served as Special Counsel to the FCC's then- General Counsel, William E. Kennard. In this capacity, he advised the General Counsel, the Commissioners and their staffs, and the FCC's Bureaus on a wide variety of matters involving wireless telecommunications, spectrum auctions, satellite communications and general administrative law. Mr. Tenhula began his career at the FCC in 1990 as a staff attorney in the Video Services Division of the Mass Media Bureau. From 1991 to 1995, he worked in the Administrative Law Division of the FCC's Office of General Counsel where he handled a broad range of issues, including spectrum auctions, personal communications services (PCS), regulation of mobile radio services, cable television must-carry and ownership rules, broadcast indecency, broadcast ownership rules, advanced television, and various constitutional, copyright and administrative law issues. Before coming to the FCC, Mr. Tenhula also served as a legal intern with U.S. Representative Michael G. Oxley and the National Association of Broadcasters. He also interned in the FCC's Audio Services Division, Mass Media Bureau. Mr. Tenhula is a 1987 graduate of Indiana University, where he received a B.A. degree in Telecommunications. In 1990, he earned his law degree from Washington University in St. Louis, Missouri. He is a member of the Missouri Bar. Peter, his wife, Kathy, and two daughters, Grace (3) and Claire (4 months), reside in northern Virginia. KATHLEEN L. FRANCO, INTERIM LEGAL ADVISOR Kathleen L. Franco has been named interim Legal Advisor to Commissioner Michael K. Powell. Ms. Franco will advise the Commissioner on common carrier matters. Ms. Franco had been serving as Common Carrier Advisor to outgoing Commissioner Rachelle B. Chong for the past four months. Before that, Ms. Franco served as legal counsel to the Chief of the Common Carrier Bureau, advising the Bureau Chief on competitive pricing and enforcement matters. Ms. Franco also served as an attorney-advisor in the Policy and Program Planning Division of the Common Carrier Bureau and the Policy and Rules Division of the Cable Services Bureau. Ms. Franco's experience also includes two years in private practice as an associate in the Washington, D.C. law firm of Arent, Fox, Kintner, Plotkin and Kahn, specializing in telecommunications. Ms. Franco received her law degree in 1991 from the Georgetown University Law Center and her B.A. magna cum laude in 1988 from Boston College. She is a native of Reading, Pennsylvania and is a member of the Pennsylvania and District of Columbia Bars. Ms. Franco resides in Alexandria, Virginia. ANTONIA MCGOWAN, CONFIDENTIAL ASSISTANT Antonia ("Toni") McGowan has been named Confidential Assistant to Commissioner Michael K. Powell. Ms. McGowan will be responsible for managing the office as well as scheduling the Commissioner's appointments. Ms. McGowan comes to the Commission from the law firm of O'Melveny & Myers, LLP where she worked for the past eight years as a legal secretary. She was responsible for a wide variety of management, administrative and organizational tasks. Prior to that, she was the Purchaser-Customer Service Representative for Professional Products, Inc. a supplier of audio/visual systems and engineering design for government and broadcast markets. Toni and her husband Tim live in Southern Maryland with their one-year old son Brian. PAUL A. JACKSON, SPECIAL ASSISTANT Paul A. Jackson has joined the office of Commissioner Michael K. Powell, under the student intern program, and will serve as Special Assistant to the Commissioner. Mr. Jackson co-managed Commissioner Powell's confirmation preparation. He previously worked in the Washington, D.C. office of the law firm of O'Melvaney & Myers, LLP, rendering professional services for notably telecommunications, energy, environmental, transportation and finance concerns. For nearly two years prior to his service at the law firm, Mr. Jackson served the Vice President of Governmental Affairs for the Morrison Knudsen Corporation (MK). He provided legal, legislative, and business development assistance to MK's domestic and international operating groups and subsidiaries, with particular attention to the company's lobbying effort on behalf of the $8.25 billion Superconducting Super Collider. Mr. Jackson is a 1994 graduate of Georgetown University and resides in the District of Columbia. -FCC-
