VAUGHAN, DEPUTY CHIEF, WTB, SELECTED BY PRESIDENT CLINTON TO RECEIVE PRESIDENTIAL RANK AWARD Gerald Vaughan, Deputy Chief of the FCC's Wireless Telecommunications Bureau, has been selected by President Clinton to receive the Presidential Rank Award for his exceptional service over the length of his career. The Distinguished Executive Award, given for sustained extraordinary accomplishments in carrying out Government-wide goals and policies, is limited to one percent of the career SES employees nationwide. As a winner of this award, Vaughan received a gold pin and a framed certificate from the President. In a career of outstanding accomplishments it is hard to single out a few, but recently Vaughan has: -- Directed the Commission's spectrum auctions; -- Supervised the first audit and investigation of international communications rates which resulted in changed U.S. policy in this area; -- Chaired the Telecommunications Industry Advisory Committee which wrote the first financial and cost accounting system for telephone carriers; and -- Directed the first Negotiated Rulemaking Proceeding. "These significant achievements are a testimony to your dedication and willingness to tackle any subject with a positive and can-do attitude. Your administrative skills, technical advice, policy insight and excellent leadership have served the FCC and the country well.
