REVISED THE PUBLIC AND BROADCASTING MANUAL RELEASED



The Mass Media Bureau is releasing the revised version of The Public and Broadcasting today, June 7, 1999. This manual provides a general overview of broadcast regulation for the public. It has been revised to bring it up-to-date and also to make it clear and understandable to the general public.

Since 1974, the Commission's rules have required that licensees keep the manual in their local public files. In the Report and Order in MM Docket 97-138 (Review of the Commission's Rules Regarding Main Studio and Local Public Inspection Files of Broadcast Television and Radio Stations), the Commission delegated to the Mass Media Bureau the task of updating the manual. The Mass Media Bureau withheld release of the revised manual until several petitions for reconsideration filed in the proceeding were resolved.

Now that the Commission has resolved these reconsideration petitions, see Memorandum Opinion and Order, FCC 99-118 (released May 28, 1999), we are releasing the revised version of The Public and Broadcasting. The most recent version of this manual, which will be updated periodically by the Bureau, is to be kept in the local public inspection file of all commercial and noncommercial broadcast stations "at all times." See 47 CFR §§ 73.3526 (e)(8), and 73.3527(e)(7).
